DEMOCRATIC CONVENTION

Delegate Fee: $30.00 

The delegate fee is not mandatory and the Iowa Democratic Party Constitution states: “No delegate’s right to fully participate or vote in any convention shall be dependent on the payment of a delegate fee.”

The Second Congressional District convention will convene at 10:00 a.m., for these purposes:

 

  1. Continue the procedures begun at the Caucuses and County Conventions, giving people the means to directly affect the political process, sustaining, and enhancing participatory democracy.
     

  2. Approve and adopt the 2026 Second District Platform.
     

  3. Elect 8 Iowa Democratic Party State Central Committee Members.
     

  4. Elect the Second District Diversity, Equity, Inclusion (DEI) Chairperson.
     

  5. Elect 13 committee members and alternates to the State Convention Arrangements, Credentials, Platform, and Rules & Nominations Committees.
     

  6. Provide a forum for brief appearances by Democratic candidates for office and transact such other Democratic Party Business as may come before said convention. 

CREDENTIALS RULES

  1. Pre-Registration

    1. The Pre-registration window will begin no later than 7:00 p.m. on Sunday, April 26th, 2026, and will end no earlier than 10:00p.m. Friday, May 1st, 2026. 
       

    2. The Pre-registration Google Form will be sent to all Delegates and Alternates via email from Iowaseconddistrictdems@gmail.com or one of the other email addresses associated with the Second District Democrats.
       

    3. The Credentials Committee may use other methods to contact Delegates and Alternates with no known email address.
       

    4. Delegates and Alternates may request a reasonable accommodation during Pre-registration by filling out the Accommodation form included with the pre-registration email and returning it no later than Monday, April 27, 2026 to Iowaseconddistrictdems@gmail.com or Second District Diversity, Equity & Inclusion / Affirmative Action Chair R.R.S. Stewart at rrs3z@virginia.edu.
       

    5. After the pre-registration window closes, the Credentials Chair or their designee will compile the list of all Delegates to the convention who completed pre-registration and were verified as duly elected by their County Convention.

      These Delegates will be able to proceed through the Pre-registration line Convention morning as early as 9:00 a.m. 
       

    6. Delegates who choose to register in-person on the day of Convention may proceed to the Delegate Registration tables as early as 9:00 a.m.
       

  2. Process for challenging of a Delegate or an Alternate
     

    1. Any Democrat may initiate a challenge by writing to the   District Credentials Committee Chair, Amanda Ragan, at raganmanda@yahoo.com.
       

    2. A challenge must include the name and address of the person challenged and the grounds on which the challenge is based pursuant to the IDP or Second District Constitution. 
       

    3. The challenge must be received by Friday, April 24th, 2026 at 7:00 pm. 
       

    4. The challenger also must send a copy of the challenge to the Delegate or Alternate who is challenged and the District Chair, Sarah Eastman, at iowaseconddistrictdems@gmail.com and the District Rules Chair, RRS Stewart, at rrs3z@virginia.edu.
       

    5. If there is a challenge to a Delegate or Alternate on the basis of party, or the Credentials Committee cannot find a Delegate/Alternate in VAN or verify they are registered as a Democrat, the Credentials Committee may request that the Delegate/Alternate fill out a voter registration form registering as a Democrat. 
       

    6. If there is a Credentials challenge based on identity, the Credentials Committee may ask the Delegate/Alternate for identification. 
       

    7. If the challenge is based on whether proper election procedures were followed at the county level, then the Credentials Committee shall vote on each challenge reported before a Delegate or Alternate being challenged may vote or participate in the Convention. 
       

    8. If a Member of the Credentials Committee, through the course of their work comes to believe there is a problem with the Credentialing of a Delegate, they may initiate a challenge and must inform the Delegate. 
       

  3. Seating and Credentialing of Delegates
     

    1. Registration shall open at 9:00 a.m., one hour prior to the 10:00 a.m. announced start time of the Convention.

      Registration for late-arriving Delegates shall continue until 11:00 a.m., however, the seating of Alternates may begin at 10:00 a.m.  Duly elected Delegates to the Convention shall have the first right to be seated at the beginning of the Convention.  Any Alternate with a signed Alternate Assignment Form shall also be seated immediately after appropriate credentialing.
       

    2. A Delegate who cannot attend all or part of the Convention may designate a duly elected Alternate in writing, using the Alternate Assignment Form provided with each Delegate's Official Convention Call.  If an Alternate has been Designated by a duly elected Delegate, the Alternate shall serve only until the originally elected Delegate appears/re-appears at the Convention and asserts to the Credentials Committee Chair their right to be seated. At such time, the Alternate shall turn over their credentials and balloting materials to the duly elected Delegate. In the event of a dispute, the Credentials Committee shall determine to whom the seat belongs.
       

    3. If a Delegate fails to use the Alternate Assignment Form to Designate an Alternate to serve in their place, a duly elected Alternate may be seated by the Credentials Committee according to the Rules below. A Delegate who does not Designate an Alternate to be seated in their place shall not have the right to unseat anyone seated by the Credentials Committee because of the Delegate's absence. A late arriving Delegate may fill an open Delegate seat.
       

    4. When no Alternate is Designated by a duly elected Delegate, the Credentials Committee shall seat a duly elected Alternate based on the following priority order:
       

      1. Alternates of the same gender and County as the Delegate, on a first come, first served basis.
         

      2. Alternates of a differing gender and same County as the Delegate on a first come, first served basis.
         

      3. Alternates of the same gender and geographically similar County as the Delegate, on a first come, first served basis.
         

      4. Alternates of a differing gender and geographically similar County as the Delegate on a first come, first served basis.
         

      5. Alternates of the same gender from any county within the District as the Delegate, on a first come, first served basis.
         

      6. Alternates of a differing gender from any county within the District as the Delegate on a first come, first served basis.
         

    5. If, after a good faith effort of 3 (three) calls to the Alternate Seating Area, the Credentials Committee cannot locate the specific Alternate selected to fill a specific absent Delegate’s seat, the Credentials Committee shall proceed to select a different Alternate to fill that seat.
       

  4. If a Delegate requires a Companion (as defined by the Americans with Disabilities Act, ADA), a Companion Badge shall be issued to the Companion, and they shall be permitted access to the Floor and be seated next to the Delegate. The Companion will not be allowed the same voting privileges as the Delegate unless they, too, are a Credentialed Delegate. It will be permissible for the Companion to act on behalf of the Delegate, including assisting with voting.
     

  5. It shall be permissible for Service Animals, as defined by the ADA, to be present on the Floor.
     

  6. An Accessibility Paddle shall be issued to anyone who needs it to fully participate in the Convention. Instructions will also be given on its use at the time of issue.


     

GENERAL INFORMATION
 

  • Smoking, vaping, or use of tobacco products of any kind are not permitted inside Plumbers & Pipefitters Local 125 Union Hall, 5001 J Street SW, Cedar Rapids, IA. Weapons are also not permitted in the Union Hall. Please respect any other policies posted by Plumbers & Pipefitters Local 125 in the Union Hall.
     

  • Sign limitations for Candidates: Limited to three (3) 3' x 4' signs or one (1) 4' x 8' sign outside; Limited to two (2) signs on inside walls. May distribute flyers on chairs.
     

  • Flyers may be distributed between 9 a.m. and 10 a.m. on convention morning.
     

  • A table for candidate literature will be available.
     

  • Please use the East side Parking Lot and Entrance.
     

  • Delegates and Alternates may request a reasonable accommodation during Pre-registration by filling out the Accommodation form included with the pre-registration email and returning it to Iowaseconddistrictdems@gmail.com or the Second District Diversity, Equity & Inclusion / Affirmative Action Chair at rrs3z@virginia.edu no later than Monday, April 27, 2026
